 The fourth monkey is a reference to the famous Japanese proverb "See no evil, Hear no evil, Speak no evil". 

The  monkeys represent the different ways in which people can choose to ignore evil. The first monkey, who covers his eyes, is choosing to ignore evil that he sees. The second monkey, who covers his ears, is choosing to ignore evil that he hears. The third monkey, who covers his mouth, is choosing to ignore evil that he speaks. 

The 4th monkey is lesser known in Western culture but is represented with arms crossed and is known as the "Do no evil monkey - the one who chooses to ignore the evil he does." 

The 4th Monkey is a powerful symbol of the dangers of ignoring evil. It is a reminder that we all have a responsibility to speak out against evil, EVEN when it is difficult.
